Best place to buy boots in Portland
Both of my pairs of boots (light- and heavy-weight) are in bad shape and I need to get something new. This is one thing that I'm not ready to buy online. I have to drive into Portland tomorrow anyway - who has the best selection as well as discounts? I'll be looking for mid-weight backpacking boots.

Can't say I've bought boots there, but you might try Oregon Mountain Community and the Mountain Shop along with REI.

The last time I was in US Outdoor they had a decent selection of boots. That was awhile back. They might work for a plan C.

Danner Boots outlet on East airport drive (off 205)
I've had good luck there. It's less than 2 miles east of 205 on the right (south side). I really like my mountain lights. Also on Craigslist do a search using your size in quotes like:
"size 11" and see what pops up. I've done well there on a few items.

OK, this is gonna be controversial... but... Fred Meyer! The best hiking boots I ever got, came from Freddy's! And they were inexpensive!

I've bought shoes online from reioutlet.com. I know you said you didn't want to order them online, but I picked them up at an REI store, tried them on, and if I didn't like them I could have returned them right there. Price was 50% of regular price. Last year's model. Limited sizes, but they had mine.

Personally I'd lean towards REI if they have a fit and cost that works for you, if only because they will honor the boot for it's lifetime. ie: I used a Vasque Breeze GTX low for about 700 miles and it came apart in some seriously defective ways - they shipped me a new pair for free. You could wear a $200 boot for a few months and then something bizzare happens on it (major thread blows out/sole delaminates, etc) and REI is the only place I've found that will at the very least pro-rate the value, if not outright replace without questions asked.

It may take some shipping back and forth, but both the shipping and return shipping are free at http://www.zappos.com/. They have a much larger selection than any retail store.
I discovered (from the Montrail site) that nobody in the Portland area carries women's Montrail trail runners, recommended for my weird feet, so I will be doing the back-and-forth thing with Zappos for a while.
