From the title I thought this trip report would relate to the upper part of the Deschutes River, but it seems it does not.
On OpenStreetMap a trail is shown between Trout Creek Campground at river mile 88 and Mecca Flat at river mile 96. Has anyone here hiked it?

I have. I started at Trout Creek and hiked most of the way to Mecca Flat
Nothing special. Eastern Oregon a few juniper or sage brush. Some cows. There must be grazing land nearby. There were cattle in Trout Creek campground
I was there in the winter, almost no one else. I got the feeling it might be somewhat busy in the summer.

Yes. It's lovely if you like sagebrush and big rivers. It's not particularly scenic (no more so than the views from your car on the way there), but quiet and nice.

Well about a mile and a half upstream from the Trout Creek campground is Trout Creek Butte- known to climbers as a premier "crack climbing" location. You can hike up and around this area. The basalt is pretty cool.
It is closed every year for golden eagle nesting habitat in January. Once the BLM determines if nesting has occured, or the eaglets have fledged, it reopens-usually in May.
