Your photo of that waterfall brings back a great SAR story from June 2017. Two young ladies from Oklahoma were NOBO on the PCT, hoping to go from TLL to White Pass. After leaving the Paradise Park area and heading down to Ramona they missed the first hard left turn and inexplicably thought they needed to go tumbling straight ahead down that steep, sandy slope to the river (just upstream of that falls).

Where the PCT crosses the Sandy, I followed the river upstream to that tributary canyon, and followed it up to the falls. Pretty straightforward.
Interesting story about that rescue. I don't remember hearing about that.

When people's lives are in the balance, you use climbing rope, not something like paracord. 950 feet of climbing rope is heavy!

Back in my climbing days, a 165 foot rope designed to hold long climber falls weighed about 8 or 9 pounds. Not sure if that has changed or if they used lighter rope for rescues.
