I've seen one of those on Mt Adams. Must be some snow measuring device?

It is from a Snotel site - I believe they are for measuring rainfall. Here is a page describing the various instruments at a snotel site:

It is interesting to see one up close....

ahhh...

there's an orifice at the top to let in rain and snow. The circular structure is to shield it from wind so that doesn't effect how much water gets into the orifice. It's tall enough to hold one season's worth of rain. I'll have to look at one close up again.
