Yes, its true!
The OregonLive article covers it well. About all I can add is that its inevitable that they will make it to the Coast, probably in mountainous Southern Oregon / Northern California first. They really dislike roads and the humans on them so are less likely to cross or inhabit the Willy Valley. Young wolves will often instinctively leave the pack, traveling sometimes hundreds of miles hoping to find a suitable home and mate. This means new packs will form perhaps hundreds of miles from the original home range.

This article is more a result f public interest in wolves rather than any official sightings. There have been four sightings by the general public though in the Cascades.
