I sent an email to the Willamette National Forest asking if Elk lake camp is open, they sent back this reply.
"Elk Lake camp, as well as the road to Gold Butte (they are in basically the
same location), are still closed due to a significant amount of snow.
Apparently someone was able to walk in to Elk Lake and informed the
district that there was somewhere between 5 to 10 feet of snow in there.
Detroit was hoping that it would be accessible by mid-July but now they are
not so optimistic. "
That's about the only way into Bull of the Woods with route 63 closed so we just wait I guess. I almost drove up there to check it out but with the cost of gas I thought I'd ask first. Perhaps gas will be cheaper by the time the snow melts.
