I think it goes to running state parks.
Conversely, state parks do not use any general funds, are totally supported by fees.
That's the problem - there aren't enough fees to cover their expenses so they keep trying to find some way to increase fees.
California is worse - they keep closing parks and charge $35 per night for tent sites. Oregon and Washington charge about $20.

Thanks! Sort of the Prius-way to look at hiking - not mpg but mp$? Doing the bigger loop around Hamilton and Hardy (Big Loop) could get the cost down to near $0.8/mi.
