@littlemockie: If by "sketchy" you mean the human denizens of Kelly Butte that I neglected to mention, I would say it's probably pretty safe to wander about in the middle of the day, but perhaps you'd feel safer with a companion or a dog. The city seems to almost completely ignore this place. Last month, I saw a couple of tents established in the hawthorn thickets and one encampment down by the water tank above Powell. They had a magnificent view of the city and the sunsets, a flag flying, and their own guard dog. Kelly Butte also has its resident coyotes.

I went up there on one of my runs one day and freaked myself out pretty badly when people came popping up out of some bushes. In all likelihood though, they were probably just as surprised to see me! I will have to head back up there on a less Portland-gloomy day.

I live pretty close to the base and I haven't seen any coyotes but there have been a couple of nights where I have fallen asleep to the hoots of an owl.
