New (Legal) Trail up from Lyle/Cherry Orchard?

Yesterday while doing the Lyle Cherry Orchard loop, we headed up the powerline maintenance road before heading back. About a quarter mile up the hill from one of the Bonneville powerline structures, we noticed a new trail being built. It looks like it is being dug with a pick and shovel and is on DNR land. It heads down hill steeply and then to the east. We did not follow it and did not see an outlet when hiking back to the Lyle-Cherry Orchard trail. Does anyone have any information about this - and whether it is a legal/sanctioned trail? The first picture is where the trail turns towards the east. The second picture is the top of the trail.

My guess is that it is not a part of a recreational trail but is for some other purpose. I first thought fire break, but maybe they need a trail to access some place of interest for administrative reason, to monitor something.
