I was thinking closer to Gillette Lake but wanted to keep the location somewhat of a mystery.

I considered that possibility. Next road over, the gate was cut halfway through. Either it was a scofflaw who was interrupted, or new guy's boss showed up with key.

Oh, just thought of something, could have been somebody (recreational user or straggler employee) who had to cut his way out.
