Campground mishap question

Hello everyone, I have a question about camping near la grande Oregon:

I stay at the warming station in la Grande Oregon, which closes in one week. I need somewhere to camp for 2 weeks. I have a tent and camp gear and food to cook over a fire The only place i know of is MERA (Mount Emily recreation area) Fox Hill camp ground. It is exactly what I'm looking for, minus the very steep walk up to the campground. 17 percent grade.

My only problem is the camping sites are burried in 4 - 6 feet of thick crystalized snow. Tried shoveling it out and it was just too much.

Any ideas about something else I could do? Perhaps a different free campground? (I'm broke!) I do not drive, so hopefully something close to la grande.

Can you pitch your tent on the snow?

Also that website is my favorite place to look for free camping :)

There's also a good Android app: UC Public CG. Unfortunately, it's not free, but costs only $3.99.
