Trail work on Elk Creek Trail

Coming down Elk Creek in Tillamook Forest, we noticed quite a bit of trail widening/maintenance going on. It would be nice if this is being down for hikers but wondering if this is to allow for other uses such as ATVs. Anyone have any information on this?
