Lee Falls closed to public access ??!!

So we have heard about Lee Falls outside of Gaston OR for years. We thought it would be a perfect day to go hike it. We followed the directions and parked way up the road and hiked in. Got to 1st gate and it had a sign that said no public entry. We were told by locals it is fine to go around gate as they didn’t want motorized vehicles but hikers were fine. Got to 2nd gate (Stimson property) that was open but said no unauthorized vehicles etc and no entry public entry when fire danger was 2 or higher. Hiked to the Falls by staying on the logging road. Then a Hillsboro Water dept personnel came and chewed us out that we were on private property and didn’t we know how to read etc. We were trespassing and could be prosecuted.We were at Lee Falls not up farther where it is closed. We’d just gotten there, kind of ruined our day. Any one know more about this situation?
