Ah yes... I have that layer in GPS Visualizer, but it didn't occur to me that it was lidar data. Unfortunately, it does seem to only go down to zoom 15. And the OSM editor doesn't let you edit until you're at 16 — which, frankly, is really annoying.

Some areas will show at 16 but I don't know why
