There are a number of National Forest maps available digitally, maybe not in PDF form as they were once printed, but they are certainly out there.

I'm guessing you mean the small scale maps of an entire forest? But if you're looking for quads (either USGS or USFS), TopoView is a great resource (that you'd almost surely also aware of). Edit this link to have it open at the coordinates you generally like to start browsing at:
