no passes needed to climb Silver Star from any angle

I talked to a ranger of the Gifford Pinchot today, and he said that climbing from Grouse Vista Trail nor Silver Star Trail requires a permit any longer. So even though http://www.nwhiker.com says you need permits for the north and south (but not for Bluff Mountain - which still doesn't require a permit), none of these three require permits.
However, he warned me that while the Grouse Vista Trail is definitely hikable, it has some loose rocks that may make the hike strenuous or dangerous.

Are there places on the Field Guide saying a permit is required, or are you just passing on general info?

The Field Guide on portland hikers didn't specify whether permits were required or not, but this is just general info so other hikers don't need to worry about bringing their passes to Silver Star.

It is difficult to keep up with the permit policy

They keep changing, generally from requiring a NW forest permit to not requiring it

A recent limitation on the forest service requires them to provide some sort of amenity at a trailhead before they can require a parking permit. That's why you'll see a lonely picnic table here and there.

As far as I can tell, the picnic table is for car-clouters to sit and picnic until you're out of sight. I've never seen any hikers eat lunch at the trailhead!
