My first thought was Kinnikinnick but the leaves look a little bigger than what I had in my yard. It will go in a line like that before branching out but I've never seen it go that far. I'm sure we'll hear from someone more knowledgeable.

As to the "why," twin flower (Linnaea borealis) is in the honeysuckle family, well-known for its creeping and vining capabilities. It's also found across northern Eurasia.
