Hmmm. Oak leaves on the ground; leaves emerging, no bloom yet. I'd say this is spear-leaf agoseris (Agoseris retrorsa).

No way; agoseris have a basal rosette, and this isn't a rosette. Looks like alternate leaves.

My first thought was fireweed, but I don't think that's it.

Sorry, I forgot to give some more details. The leaves were fairly large, maybe 6" long by 1" wide at most. Little serrations if you look closely. Found several clumps growing in a roadside ditch near Sandy.

That helps, especially the ditch location! (The oak leaves made me think of Wasco or Klickitat County). I'd go for one of the weedy summer-blooming hawkweeds, either Hieracium caespitosum or H. laevigatum.
