Is this some bizarre fungus that only eats charcoal? Seen on Larch Mtn trail.

I'd say this is resin, which is produced by a tree to heal wounds so that insects and other pests can't get in and kill the tree. You can see drips and splashes below. It's also on the tree behind. I've seen this on many trees, especially Douglas-firs, in the fire zone although this is a rather extreme example.
