Smells Like Rosemary

I've encountered rosemary scented plants on several mountains now, and Google is not helping me figure out what they are. Can you help?
I found these in huge thickets on Mt Hood in September, in the Muddy Fork valley area between Bald Mountain and Ramona Falls. They smell great when you step through them.
On Mt Strawberry, i found these along the trail. Same thing?
Are any of these edible or useful for cooking?

Are you sure those yellow flowers are from the same plant? My first thought on the smelly leafy stuff is some sort of sagewort/mugwort/wormwood (Artemisia), but they have pretty inconspicuous flowers.

I think the first specimen is a kind of mugwort. Seems to match the description. Thanks.
The yellow flowers are not the same plant, but i photographed it because is was also fragrant (IIRC - i cant smell the photo)

It's probably a
goldenweed of some sort:
Haplopappus,
Ericameria, or
Columbiadoria. Those late-blooming DYCs can be tricky to identify without clear side views of the flower heads. Was it on Hood or Strawberry?

this link. I still think one of the goldenweeds is the most likely, possibly
Ericameria bloomeri.
