We spotted this guy in Chalk Basin near Rome, OR on 6/13. It was good sized maybe 10 inches long give or take a couple.

That's a cool-looking lizard! The closest match on the ODFW lizard page is the "Mojave black-collared lizard" (a.k.a. "Great Basin collared lizard"), Crotaphytus bicinctores.

I tried looking there and just didn't think any of them quite matched but searching collard lizards does give some results that look close so you may be onto something.

I don't know, this one was much larger than the other lizards we saw there which we did think were side-blotched.
The head is a different shape too, but the coloration on the back is very similar.
