White Leafy Plant

What is this strange looking plant. I don't remember seeing anything like this or at least this size at Eagle Creek before.

Looks like a lichen. Was it leathery or rubbery?

Anna, I'm lichen your identification of this mystery plant. I think it might be a rag lichen.
