Use of Photos

I am a member of the Hazelia Agri-Cultural Heritage Trail group near Lake Oswego, Oregon. We are planning a trail in the area, which will include Stevens Meadow and Cook's Butte. I found a photo of Stevens Meadow by John Sparks ("bobcat"), which I would like to use on my site sign. How do I go about finding out if 1) I can use this photo; 2) if so, how I should give credit for it, and 3) if there is a higher resolution that would be better for sign printing?
