Why do you think being sued has anything to do with whether you followed the letter of the law? People, organizations, companies, governmental entities all sometimes sue other people, organizations, companies, governmental entities in order to:
  • Make a point
  • Delay something
  • Fundraising
  • Sell a book
  • Because they actually think it is illegal
  • Because they think it should be illegal
  • And of course, to intimidate
The main reason I don't think they will try to build a cell tower in wilderness has nothing to with this law. It has to do with that other law, the Wilderness Act. Which essentially guarantees that if they try, they will get sued. :D
