DECISION AND SUPPORTING RATIONALE
After reviewing the analysis in the EA, and considering comments from the public, it is my decision to
select Alternative 2, including the implementation requirements and monitoring associated with this
alternative. In addition, this decision authorizes that an Implementation, Monitoring, and Enforcement
Plan be developed prior to construction. The decision also includes the following changes to
Alternative 2:

• Equestrian use will be allowed on the designated trails in the Catherine area from April
through November.
• Dogs will be required to be on leash at all times in the Catherine analysis area east of the
north-south portion of Atwood Road and east of the BPA powerline.
• Dogs will be required to be under control at all times in the rest of the planning area west of
the north-south portion of Atwood road and the BPA powerline, but no on-leash period will
be required.
• A small trail connector to old Hwy 8 will be added to the trail system (See map page 4).
