Almost all very young maple trees in that photo, so it's probably not in National Forest lands, which means a lower chance it is on public land.

The sign is well within a BLM parcel but access may be an issue.

My aging memory tells me I've seen that sign around Trapper Creek, perhaps near that jumble of bohemian houses near Government Mineral Springs. Supposedly, the Mazamas have a history of maintaining unofficial trails in the area (Rim, Sunshine, etc) as described
here.
