It could go the direction of Bend - but we may also look at Seattle area as an example. I think except for Enchantments in the early 1980's, forest service there stayed away from limiting access. If you're talking about trails or campsites where soil is compacted and vegetation trampled, then harden the trails and campsites. Have signs telling people why they should stay on the trails....

On the subject of displacement, they also seem to make what to me seems a logical fallacy with the assumption that all THs and/or destinations are "equal" and that if the high use/popularity areas are unavailable, people will inevitably spill over into some or all other parts of the same wilderness...
