White alien-looking plant and tree girdle

Does anybody know what this white plant is? Found in the Mt Hood Wilderness at about 2,000'. IMG_6131.JPG IMG_6130.JPG That same trip, while exploring off-trail, we found this tree girdled. Climbed MS June 20 from Obsidian TH. Tons of snow but melting very fast. Snowshoes from the lava flows on were helpful but not necessary. Doesn't the east end of Two Chiefs Trail essentially turn into Blue Lake Rd, just SE of Crescent Lake, which is public? Or was it just private land when you were off of the the trail/road?

On Saturday (6/29), from the northern PCT TH heading south on the PCT, mosquitoes were generally moderately bad, but not too annoying if you kept moving. They were nonexistent in some spots.
