I believe one of the top theories is that it's likely part of the foundation for one of the original wagon roads. Probably built by inmates and backfilled with dirt that's since washing out. That would have been pre highway and railroad.

I would lean towards the woodpecker too, and after looking at other images of their tree damage it doesn't seem that they have issues working that close to the ground.
