I'm no expert but that looks likely to be an immature male Red Tail to me. Coopers Hawks (both mature and immature) have just several wide/even black bands on a long, greyish tail. Safe is a relative word so I won't say that but I would say that the north route is basically an easy walk up. I've done Middle Sister from the N and think that way might be a little too steep and loose to qualify as an easy/safe scramble. The S side seems better.
