Does the public understand that "recreation.gov" is not run by the government but by a private firm? If I go on a solo backpack, the private firm will make $6 for a "processing fee," but if I go on a day hike it will make $1 for a "processing fee." They do at Mt. Whitney. And it's a lot more than $4.
Those permits are designed for people who want to summit Whitney. Like St. Helens permits, summiting is arguably a “specialized use.” That’s a far cry from ordinary day hiking.

Keith, By your take, MSH climbing permits, Mt Adams pass, and permits for enchantments, are not valid either?
