To answer your question about $5 being cheap, a hike, picnic or backpacking experience was free until the mid-90s. I walked the first three miles of the Dry Creek Trail today. It has been cleared of blowdown. Even though the fire started in this area, I did not see any signs of it.

My first guess would be part of the "X" for a helicopter landing spot for emergency evacuations, etc. This would be only one of the four sections.
