Just guesswork here, but your description and research suggests to me that the FS abandoned Flat Creek trail before 2014 and left it to sink back into a natural state, but some local mtn bikers put the work in to resurrect it and restructure it as a biker's single track. If so, then good for them.

good luck! the chances the finder is honest are actually pretty good. the chances they read about it here are much smaller. our traffic tends to be on the low side in the winter months. but, again, good luck! hope you get it back intact!
