Keeping in mind the speed with which this legislation was drafted and put out, there can't have been that much deep thought or knowledge about the specifics of the fire. Crater lake in late May even in a normal snow year will still be quite snowy as the park is at an elevation of around 6000 ft and they get quite a bit of snow every winter. I was hiking at Tom McCall the day this was filmed. When we showed up there were huge areas of the normal parking blocked off and when we returned there were film crews and perfectly mud splattered Dodge Rams sitting in the spots. They were just about to bring in a helicopter to shoot the road bit.
