The agreement these concessionaire's make in their contract is with the Forest Service on a local or regional level. I believe they get some sort of monetary amount when people are parked using the Forest Service Pass. Because they have no agreement with the National Park Service or any other agency...

If the three shelters are full, you can pitch a tent in the area around them. If it's not a summer or holiday weekend, there is usually space available.
