This road doesn't normally open till early summer. They wait for it to dry out so that it doesn't get so rutted. I would expect that there is still a lot of snow on the upper part. I was at the 15 mile trailhead last week and it was still patchy at the top, and that's just above 4000', far below Cloud Cap.
