This would appear to be missing an explanation for why they flooded the trail by releasing water from the reservoir.

EWEB is doing a construction project at Carmen Reservoir that requires closing the diversion channels that normally take that water to Smith Reservoir. The forest service is really not involved at all. The project was actually delayed about five weeks from the original planned closure date but I suppose at some point they have to get started.
I was a little surprised there were no advance warnings posted at the trailhead. Though even after they closed the channel no one knew how long it would take to fill the underground caverns and send the water back into the riverbed and over the falls. Thus the reason I was a day early when I went to see it all...

The water was about waist deep for about 50'. Very cold, but welcome on a 100 degree day.
