If I really tighten the top lace on my boots, and quickly walk through creek even if it goes above the tops, little water gets in. Then loosen boots and let that dry out.

Or wear gaiters and walk fast.
Have gone through knee deep water in gaiters cinched down and only gotten a few drops inside.
