What warrants a "sticky" thread?

The Dogs of Oregon Hikers is a "sticky" thread that floats above all other threads that are not. It has not been updated since last year. It is not an announcement, current event, or call to action. What is the justification for keeping this thread at the top? I would rather not have to keep scrolling past it.

I'm pretty sure it has something to do with the assistant web master.
