Red stuff on leaves

I came across this while hiking in the Chelan-Sawtooth wilderness in Central Washington this past weekend. It wasn't common, but several plants had this red stuff on them.

Ever seen this before?

Cool! Fascinating! It's interesting that it doesn't actually harm the tree or leaves.
